PRIINT-11965	Check object rights before duplicating publication	Object rights are now checked before duplication. The user that tries to execute the operation must have at least the "read" permission on the source item and "write" permission on the target location. If these conditions are not met, an error message will be displayed to inform the user of the missing permissions. This update ensures data integrity and clearer permission enforcement during duplication operations.
